Four Steering Knobs

Inspect the target, the signal, the rule, and the reward before blaming execution.

Your team missed the quarterly number again, and the reflexive diagnosis is execution: people are not working hard enough, so the answer is pressure. Before you tighten the screws, it is worth checking the steering system itself, because a team can execute flawlessly toward a broken target.

Four Steering Knobs says inspect the target, the signal, the rule, and the reward before blaming execution. The cue is repeated underperformance despite apparent effort. The operation, one knob at a time: the target, is the goal itself right, current, and actually the thing the business needs? The signal, is the information people steer by accurate and timely, or are dashboards lagging and misleading? The rule, do the decision policies (who approves what, how work is prioritized) point behavior at the target? The reward, does what gets praised, paid, and promoted actually favor hitting the target, or something else, like looking busy? Often you find the miss is manufactured upstream: a stale target, a lagging signal, a rule that blocks the fast path, a reward for the wrong behavior. What changes is that you fix the steering before flogging the engine. When all four knobs check out clean, then and only then is execution the honest diagnosis.
