Fixes the whole view on one surface, so the only thing that moves is the reader's eye.
You print the afternoon chart and slide it across the table. Your manager looks at it for maybe six seconds, puts a finger on the shaded block between 2:00 and 3:30, and says "that's the long meeting." Nobody clicked anything. Nobody asked which week. The page held still and the eye did all the moving.
Static is the carrier where there is nothing to operate. A printed page, a slide, a poster, an index card, a photograph of a whiteboard. The content is fixed at the moment it is made, and every reader meets the same view. That is the constraint, and it is also the whole property. Because you cannot defer anything to a control, you have to settle in advance what the reader will see, which forces you to settle what the finding actually is.
What it hides is everything you chose not to draw. A reader cannot ask a fixed page for another week, another measure, or the rows behind a total. If the answer depends on which slice a particular reader cares about, a static view either picks the slice for them or shows all of them at once and turns into a crowd. The two visible failures are a sheet with nine small charts and a footnote, and a screenshot of a dashboard where half the labels used to live inside tooltips and are now simply gone.
Reach for it when the finding is one shape and the reader will meet it once, briefly, without you standing there. That describes most of what you will ever make. The test is whether a stranger can say the finding out loud after four seconds of looking. If they can, the missing controls were not doing any work. If they cannot, controls will not rescue it, because a reader who will not read will not click either.
