Local vs Global Optimum

The distinction between the best solution in your immediate neighborhood of the search space (local optimum) and the best solution overall (global optimum). You can reach a local optimum through incremental improvement, but reaching the global optimum often requires accepting short-term degradation to explore a fundamentally different approach. This explains why organizations get stuck: they've optimized their current approach and can't see that a completely different approach would be far better.
