Weak Link vs Strong Link Problems
The distinction between systems where performance is limited by the weakest component (weak-link problems) and systems where performance is driven by the strongest component (strong-link problems). A chain is a weak-link system: it breaks at its weakest link regardless of how strong the other links are. A basketball team is more of a strong-link system: one superstar can carry the team. Public health is weak-link: one unvaccinated community endangers everyone. Venture capital is strong-link: one massive success pays for all failures. The optimal strategy for each is opposite: for weak-link problems, improve the worst. For strong-link problems, maximize the best.

When deciding whether to invest in improving the worst or maximizing the best; when diagnosing why system performance isn't improving (you may be solving the wrong type of problem); when designing team strategy, investment portfolios, or quality programs; when resource allocation needs to match the system's performance driver.

For every system you manage, diagnose whether it's a weak-link or strong-link problem. Weak-link (performance limited by worst component): invest in raising the floor—improve your weakest team members, processes, or products. Quality control, minimum standards, and remedial training address weak-link problems. Strong-link (performance driven by best component): invest in raising the ceiling—recruit exceptional talent, fund breakthrough projects, and tolerate failure in pursuit of one big win. The most common strategic error: applying weak-link solutions to strong-link problems (mediocratizing everyone to raise the floor) or strong-link solutions to weak-link problems (investing in stars while neglecting the foundation).
