Shuttle Diplomacy Model

Shuttle Diplomacy is a mediation technique where a third party travels between adversaries who refuse direct contact, carrying proposals and counterproposals. Henry Kissinger popularized the term during his 1973-1975 Middle East negotiations. The mediator's unique position allows them to reframe each side's proposals favorably, filter inflammatory rhetoric, and introduce creative options neither side could propose without appearing weak. Richard Holbrooke used shuttle methods at Dayton in 1995 to end the Bosnian War. The model reveals that sometimes face-to-face negotiation is counterproductive—the theater of direct confrontation triggers positional hardening. The shuttle diplomat absorbs emotional toxicity while extracting substantive positions.
