Soft Power Framework (Nye)

Joseph Nye's Soft Power Framework distinguishes between coercion (hard power: military force, sanctions) and attraction (soft power: culture, political values, foreign policy legitimacy). Soft power works through attraction—when a country's culture and values are admired, others want what it wants without compulsion. The US's soft power includes Hollywood, universities, and democratic values. China's Belt and Road Initiative attempts soft power through development. Nye later introduced 'smart power'—skillful integration of hard and soft. The critical mechanism is that soft power operates through others' preferences: it changes what people want rather than forcing compliance. This makes it slower but more durable than coercion.

When evaluating why a powerful actor fails to achieve compliance despite overwhelming resources. When designing influence strategies that must endure beyond the moment of compulsion. When assessing your own or your organization's full portfolio of influence tools beyond formal authority.
