Summit Diplomacy Dynamics

Summit diplomacy—direct meetings between heads of state—carries unique dynamics differing fundamentally from lower-level negotiation. Summits create deadline pressure, domestic expectation management, and the personal chemistry factor (Reagan-Gorbachev at Reykjavik nearly produced complete nuclear disarmament). But summits also carry risks: the 1961 Kennedy-Khrushchev Vienna summit convinced Khrushchev Kennedy was weak, contributing to the Berlin Wall and Cuban Missile Crisis. Professional diplomats resist summits because leaders may make unimplementable commitments. The Camp David Accords (1978) succeeded because Carter isolated Begin and Sadat for thirteen days, using the pressure-cooker dynamic constructively.
