Second-Order Consequence Check Protocol
A structured protocol for systematically thinking beyond first-order effects of a decision to identify the cascading consequences most people miss. Step 1 — State the decision and its intended first-order effect ('We'll cut prices 20% to increase market share'). Step 2 — Ask 'And then what?' for each first-order effect, generating second-order consequences ('Competitors match our prices, margins drop industry-wide'). Step 3 — Ask 'And then what?' again for each second-order consequence, generating third-order effects ('Reduced margins force cost-cutting, quality drops, customer satisfaction declines'). Step 4 — Map the consequence chain visually: draw arrows from each effect to its downstream consequences. Step 5 — Identify feedback loops: Do any downstream consequences circle back to amplify or dampen the original decision? Step 6 — Rate each second and third-order consequence on likelihood (1-5) and impact (1-5). Any consequence scoring 4+ on both deserves a mitigation plan. Step 7 — Decide whether the full cascade still supports the original decision.
When to use it
Before implementing policies, strategies, or changes that affect multiple stakeholders. Before organizational restructuring. Before introducing incentive changes. Before making decisions that create precedents. Whenever the decision seems obviously right — that's when second-order effects are most likely to be ignored.

Addresses the most common source of unintended consequences: stopping the analysis at the first-order effect. Every policy failure, every strategic blunder, every personal decision that 'seemed right at the time' failed because someone didn't ask 'And then what?' enough times.
