Tragedy of the Commons

A tragedy of the commons can occur when individual users receive benefits from a subtractable shared resource while depletion costs are spread among others. The outcome is conditional, not inevitable. Shared resources can be governed through different institutions, including community arrangements documented by Elinor Ostrom.

A common-pool resource is subtractable: one person's use can reduce what remains for others, while excluding users may be difficult. Unrestricted access can create incentives to overuse it, but common ownership is not the same as absence of rules. Specify users, resource boundaries, replenishment, and who can monitor or change the arrangement.

Ostrom's research shows that communities can develop effective governance under particular conditions, challenging a simple choice between privatization and central control. It does not supply a universal checklist that guarantees success. Rules need legitimacy, workable monitoring, proportionate responses, and ways to resolve conflicts. Compare institutions against the actual resource and users rather than assuming selfishness or inevitable depletion.

When to use it

When shared resources are being depleted by individually rational over-consumption; when organizational shared resources need governance structures; when understanding why rational individuals produce collectively irrational outcomes; when designing systems that align individual and collective incentives.

Define the resource and users, inspect existing incentives and rules, and compare feasible governance arrangements. Include monitoring, conflict resolution, legitimacy, and the ability to revise rules.
