Fat Tails
Fat-tail analysis examines distributions that assign relatively substantial probability to extreme outcomes. Power laws are one specific case, and different tail forms have different moment and estimation properties.
A fat-tail claim says that large deviations receive more probability than an appropriate thinner-tailed comparison would assign, but the term has several technical uses. A power law is one specific tail form; distributions such as the lognormal have different behavior. Specify the survival probability and range of interest instead of relying on the label alone.
Tail behavior affects estimation as well as risk. Some heavy-tailed distributions have finite means and variances, while others do not. A short record without an extreme event supplies weak evidence about a rare tail. Standard deviation can still be meaningful when finite, and quantile measures can use heavy-tailed models; the failure is unjustified assumptions, not the name of a metric.

When analyzing data; when building predictive models; when evaluating statistical claims; when quantifying uncertainty.
How it can help
Define the relevant extreme, examine plausible tail models and bounds, and test sensitivity to tail uncertainty. Avoid inferring rare-event probabilities from the central pattern alone.
