Semantic Engines and Syntactic Engines
Dennett distinguishes semantic competence from the formally and causally specified mechanisms that may realize it. He argues that syntactic machinery can approximate the work attributed to a semantic engine through suitable organization and connections.
A syntactic process responds to formally specified features, while a semantic description concerns what representations are about. A mechanism can preserve useful relations among meanings through its organization and connections without consulting meaning as a separate magical input. Dennett argues that this is a route for explaining semantic competence.
The argument does not make complexity alone sufficient for understanding. Inputs must connect to the relevant world, operations must preserve the intended distinctions, and outputs must serve the task. Inspect these links rather than assuming either that rule-following excludes all meaning or that fluent rule-governed behavior settles every philosophical question.
