Inertia
Newton's first law describes constant velocity under zero net external force in an inertial frame. Inertia is associated with mass and is not itself an opposing force.
In Newtonian mechanics, a body maintains constant velocity, including rest, when the net external force is zero in an inertial frame. Mass characterizes its response to force. Inertia is not an extra opposing force, and ordinary objects slow because forces such as friction act on them.
Organizational inertia is a metaphor or a separate empirical construct. Persistence may come from incentives, habits, contracts, dependencies, or uncertainty, each suggesting a different intervention. Size is not a physical mass that makes resistance proportional to headcount, and maximum initial force is not a universal change prescription. Ask what maintains the pattern and what a proportionate change would alter.
When to use it
When explaining physical persistence of motion or examining a specific mechanism that keeps a social pattern in place.
How it can help
For social analogies, identify incentives, habits, dependencies, or other actual causes of persistence and change those proportionately.
