Legibility (James C. Scott)

Scott's insight that states and large organizations must make complex realities 'legible'—simplified and standardized enough to be measured, managed, and controlled from above. Last names, street grids, standardized measurements, and forest monocultures all make local complexity legible to central authority. The cost: legibility destroys the local, tacit knowledge embedded in complex systems. High-modernist projects fail when they impose legible simplicity on illegible complexity—planned cities that ignore how people actually live, corporate metrics that ignore how work actually gets done.

When to use it

When standardizing processes and need to understand what's lost in standardization; when metrics seem to be capturing less and less of what actually matters; when central management decisions consistently misunderstand ground-level reality; when 'best practices' imposed from above fail in local contexts.

How it can help

When designing measurement, management, or reporting systems, ask: what local knowledge is being destroyed to make this legible? Every dashboard, KPI, and standardized process simplifies reality for the benefit of the viewer at some cost to the viewed. Goodhart's Law (a measure becomes a target) is a legibility failure: the metric was supposed to represent reality, but people optimize for the metric instead. Build systems that preserve some illegibility—qualitative judgment, local autonomy, exceptions to rules.
