The dashboard is glowing while the thing it was supposed to measure, actual understanding you can use, has not moved at all.

The cue: your goal starts with a verb like do, read, attend, or complete but names no changed state, or a metric gets discussed as if it were the result itself. To check, ask the repair question: what observable change must eventually validate this activity, relative to what would have happened anyway? For the study hours, that might be recalling and applying the ideas a month later. Then look for obvious gaming paths and for a missing baseline. When the check works, the metric drops back to servant status and the real outcome takes the top line. Don't respond by throwing out all proxies; you need them to steer, just keep testing their link to reality.
