One Home for State

You can remember seeing the answer, but nobody knows which message contains the current version. Give the information one dependable home, an owner and a date so people can act without another round of asking.

Here, state means the information needed to continue the work: the latest plan, decision, location or status. Choose where that information lives and who keeps it current. Other places should point there. This changes what carries memory; it does not decide which disputed plan the group ought to want.
