One Owner per Outcome
Several people are helping, but the result still waits for someone to finish it. Name one reachable owner, give them enough authority and resources to coordinate, and keep contributors, reviewers and approvers distinct.
One outcome. One owner. Clear helpers. Matching authority.
Outcome ownership means someone is responsible for bringing a defined result to completion and handling exceptions. It does not mean doing every step or controlling everyone else. Name that person, distinguish the roles around them, and give them the practical access and decision rights the responsibility requires.
