The operation: decide the trigger conditions before you need them, know the destination in advance, like the county rescue line saved in your phone, and when the trigger fires, route immediately without relitigating the embarrassment question. When it works, the response starts hours earlier, which in rescue is often the entire outcome. The spec bounds both ends: under-escalating keeps a genuine emergency trapped with someone unequipped for it, while calling the emergency line about ordinary trail mud diverts capacity from real hazards. Predefinition is what removes the agonizing from the moment.
